Construction Services investigates, documents, and reports on problem situations, potential change orders, errors and omissions, safety issues, and advises the contractor when necessary to implement corrective action. During a project’s design phase, Construction Services may review documents for quality conformance, constructability, and proper sequencing/phasing. At the completion of a project, the Construction Services manages the punchlist process and building/project turnover to facilitate a smooth transition from contractor to the Penn State customer. The Division of the State Architect (DSA) provides design and construction oversight for K–12 schools, community colleges, and various other state-owned and state-leased facilities to ensure that they comply with all structural, accessibility, and fire and life safety codes.

DDC manages the roadway rebuilding process to ensure new streets are as safe as possible, the underground infrastructure will continue to serve everyone, and that the result will last for decades. All structures (including those not subject to DSA approval) are still required to be designed and constructed in accordance with the requirements of the building code. The school board is responsible for hiring a licensed architect or engineer to design such structures, and must also provide for adequate inspection of the construction.

In partnership with unions and governed by project labor agreements, the Brightline West project is expected to create over 10,000 union construction jobs, most not requiring a college degree. In 2020, Brightline West officials entered into a lease agreement with Caltrans to use the existing right of way along I-15 for the $12 billion, 218-mile high-speed rail project. The Rancho Cucamonga Station will be located on 5 acres at the northwest corner of Milliken Avenue and Azusa Court near Ontario International Airport. The station will be co-located with existing multi-modal transportation options, including Metrolink, for connectivity to downtown Los Angeles and other destinations throughout Los Angeles, Orange, San Bernardino and Riverside counties. Brightline West will connect Las Vegas and Southern California with the first true high-speed passenger rail system in the nation, the company said. The prospect of paring down the time and limiting the driving the trip requires took a step forward this week with the groundbreaking of Brightline West's high-speed rail line on April 22.
